Assignment Title: TOD-based planning and design of the area north of Shijiazhuang East Station of Shijiazhuang Metro Line 1
The Government of Shijiazhuang has received a sub-grant from the Global Environment Facility (GEF) through the World Bank toward the cost of the Sustainable Cities Integrated Approach Pilot Project, and intends to apply part of the proceeds for the abovementioned consulting services.
The consulting services (“the Services”) include: to study the implementation and application of TOD development strategies at the regional and site levels based on the TOD strategy research at the city and regional levels in Shijiazhuang. By building an implementable application strategy framework, this project will promote the implementation of TOD planning in regional urban design, site design, implementation path, and mechanism innovation, and at the same time form the best path to nurture urban rail transit construction and regional comprehensive development. Specific research tasks include: Data collection and status investigation, Analysis of the current situation of land use in the area and combing of potential development plots, Market research and analysis, Comprehensive development research of the area, Research on Comprehensive Transportation System, Research on Public Space and Urban Quality Improvement, TOD short-term action plan and safeguard measures, Public participation and promotion.
The GEF Shijiazhuang Project Management Office now invites eligible consulting firms (“Consultants”) to express their interests in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: The consulting company needs to have 5 years or more of professional experience in projects such as TOD planning and development strategy consulting, land optimization around sites along the route, site urban design and architectural plan design, optimization and review. （In case of a Joint Venture, each member of the Joint Venture shall at least have one）. The company needs to have strong project coordination and management capabilities, including high-quality TOD indicator research capabilities. Interested Consultants must provide information (brochures, descriptions of similar assignments, experience in similar conditions, availability of appropriate skills of their staff, etc.), indicating that they are qualified to perform the services.
The estimated duration of the assignment is about 18 months, from May, 2021 to October, 2022 (the specific time is in accordance with the contract). The total estimated number of staff.months is 150.
Interested Consultants should draw attention to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or main/sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality Based Selection (QBS) method set out in the Consultant Guidelines.
